BGR’s international bipartisan lobbying practice specializes in providing strategic advice, advocacy, and communications strategies for a wide range of clients, including governments, businesses, non-governmental organizations, civil society groups, opposition political parties and coalitions, trade associations, and private individuals.

BGR helps clients navigate the complex business, government, think tank, media, and public policy environment in Washington and helps American and international clients develop and execute strategies for success in key foreign markets. We advocate directly to the U.S. government, develop strategies to influence policymakers in Washington through thought leaders, draw attention to policy issues through media outreach, monitor and analyze foreign policy developments, and help C-suites develop and execute successful international strategies. We engage directly on behalf of our clients in order to resolve specific business and policy issues.

Our success in international politics and business stems from our longstanding relationships with key government and business decision-makers in Washington and in capitals around the world, augmented by our understanding of the complexities – political, economic, security, cultural, and historical – that shape their decisions.

BGR helps clients understand and engage with the U.S. government, including Congress; the Departments of State, Defense, Treasury, and Commerce; the U.S. Development Finance Corporation and Export-Import Bank; and state and local government leaders and agencies. We create and execute both targeted and nationwide public relations campaigns. We liaise with multilateral organizations, including the World Bank, the International Monetary Fund, and the United Nations. We advise clients on potential transactions and facilitate introductions to potential business partners.

  • Strategic Initiatives: BGR has experienced experts who can address unique, complex transnational business or political challenges that often involve multiple countries and jurisdictions and require multiple fields of professional expertise to achieve the best results.
  • Litigation Support: BGR frequently works as a partner with U.S. and foreign law firms on behalf of clients to enhance a legal strategy that requires expanded outreach to governments, investigative support, and public relations or media management efforts.
  • Support for U.S. Visas: BGR regularly partners with law firms that specialize in addressing U.S. visa issues and engages directly with U.S. agencies in order to help clients address specific issues or concerns with U.S. visa processing.
  • Sanctions, Foreign Assets Control: BGR helps clients understand and address U.S. regulatory and sanctions issues under the authority of the U.S. Treasury’s Office of Foreign Assets Control.
  • Foreign assistance issues: BGR provides advisory and government relations services to companies, advocacy groups, and non-governmental organizations in the international aid policy area. Our former State and USAID officials provide clients in this area with unique knowledge, skills and abilities to advance their goals.

BGR’s international practice has offices in Washington, London, and Beijing. BGR China was launched in 2017 to meet the growing demand of our international clients to engage more effectively in China and for Chinese clients to expand their footprint in the United States, Europe, and elsewhere.

Representative international client engagements include:

  • Foreign Governments: BGR has served foreign governments via global lobbying. Past and current clients include Ukraine, India, Bangladesh, Azerbaijan, Bahrain, Poland, Kazakhstan, and the Kurds in Northern Iraq. In some cases, we work for the foreign government’s embassy in Washington; in others, we work for political leaders or parties in capitals. In all instances, we design strategies and represent our foreign client’s interests in Washington, including with government, think tank, and business communities. Most often, our government relations work on behalf of foreign governments includes a public relations program.
  • Companies:  As a worldwide lobbying firm, BGR represents companies, including past and current major multinational companies like Airbus, Chevron, Microsoft, Caterpillar, and Toyota as well as smaller foreign companies with interests in Washington. Typically, this representation is focused on outreach to the U.S. government, both in Washington and to state and local governments. We also help U.S. and foreign corporate clients develop and execute strategies for successfully concluding transactions overseas. Substantively, this work includes advocating on potential U.S. and foreign legislation, support for pending transactions, and other advocacy with the executive and legislative branches of the U.S. government.
  • Individuals: BGR often works with business leaders who have a need to address specific business interests or reputational challenges in the United States and abroad. With these individuals, we channel complex international bipartisan lobbying, government relations, and business advisory strategies to enhance their profile in a manner that enables them to identify and secure new business opportunities.
