Chelsea Mincheff is the General Counsel at BGR Group. She handles the firm’s compliance with all lobbying, ethics and disclosure regulations. Additionally, she drafts client proposals, executes client retainer agreements, creates business entities and leads an in-depth research operation in support of existing clients.

Chelsea joined BGR in 2020 after serving as Legislative Director for Congressman Tom Rice (R-SC), a member of the House Ways and Means Committee. In that capacity she set the Congressman’s legislative agenda for policy positions on all issue areas, including health care, Social Security, energy, transportation, infrastructure and appropriations. She worked with agencies and state officials on the Congressman’s highest priority, a large infrastructure project, and led his federal disaster relief legislative agenda for Hurricanes Dorian, Florence and Matthew. 

From 2011 to 2017, Chelsea was Associate Attorney at the Mullikin Law Firm, LLC, a government affairs firm based in South Carolina. As an associate, she analyzed congressional, state and local legislation and developed strategies in support of the energy industry and large manufacturers. Chelsea reviewed regulatory framework, orders, governing contracts and best practices on operation compliance and risk management solutions, and she prepared corporate documents and client agreements. 

Chelsea is a member of the District of Columbia Bar and South Carolina Bar. She received her Juris Doctor from Charleston School of Law in 2011 and graduated cum laude. She was Associate Managing Editor of the Charleston Law Review. Chelsea received a Bachelor of Arts degree from Clemson University and graduated cum laude in 2008. She is originally from Chagrin Falls, Ohio.
