Jennifer Larkin Lukawski is a distinguished government relations expert with over three decades of experience navigating the complex intersection of policy, politics, and business. As a Principal at BGR Group, she plays a pivotal role in shaping federal policy and represents a diverse range of clients—including U.S. and multinational corporations, trade associations, and non-profit organizations—before both Congress and the Executive Branch.

A senior leader within the firm, Jennifer co-leads BGR’s Nutrition, Resource Recovery, and Commodities Working Group, and serves as a vital member of the firm’s Commerce Practice team. Her strategic and meticulous approach to advocacy has earned her a reputation for designing and executing effective plans that influence critical federal policy decisions. Before joining BGR Group in 2001, Jennifer held several influential roles that shaped her keen understanding of the policymaking process. As Director of House Relations at The Heritage Foundation, she navigated the political landscape of one of the nation’s leading public policy research organizations. Her leadership also includes serving as the inaugural Executive Director of the Republican Study Committee (formerly the “Conservative Action Team”), the largest member coalition in the U.S. House of Representatives, which was instrumental in the GOP’s historic 1994 midterm election victory—ushering in the first Republican-controlled Congress in 40 years. Additionally, Jennifer’s career includes serving as a senior policy advisor and Legislative Director to Rep. Bob Dornan (R-CA), where she honed her skills in legislative strategy and policy development.
