Jennifer Larkin Lukawski brings over three decades of legislative and government relations experience in her role as a Principal at BGR Group. A senior member of the BGR team, Jennifer represents businesses and trade associations before Congress and the Executive Branch. She has successfully advocated for her clients in major legislative battles including PEPFAR authorization; the Medicare Prescription Drug, Improvement, and Modernization Act; the Tax Cuts and Jobs Act; the 2018 Farm Bill; and COVID-19 relief packages.

Among other issue areas, Jennifer is currently advising clients in the food and beverage industry on advancing sustainability and recycling policies in Congress. She is known for her detailed, comprehensive, and hands-on approach to advocacy campaigns. Jennifer also helps BGR clients engage with relevant think tanks and advocacy organizations to generate support for shared public policy goals. Additionally, she advises them on how to build and maintain meaningful relationships with key policymakers. She has been recognized as a Top Lobbyist by The Hill newspaper.

Prior to joining BGR in 2001, Jennifer served as Director of House Relations at The Heritage Foundation, widely considered the most influential public policy research organization in the U.S. Jennifer also served as the first Executive Director of the Republican Study Committee (RSC) – at the time referred to as the Conservative Action Team (CATs) — following the historic GOP takeover of the House of Representatives in 1994. The RSC continues to be the largest member coalition in the House. Jennifer’s career in Washington began with former Congressman Bob Dornan (R-CA), where she served as his senior policy advisor and Legislative Director until 1996.  

Jennifer began her career in Washington after graduating from The Catholic University of America in 1991. She grew up in Colts Neck and Spring Lake, New Jersey, and currently resides in Alexandria, VA.
