Ryan Dalton joined BGR in September 2018 as Director of State Affairs. He advises clients on a range of state and local issues, leveraging more than decade of experience managing state and federal policy as well as government affairs for New York State.
Prior to joining BGR, Ryan served as a senior policy advisor to New York Governor Andrew Cuomo and as Deputy Director of his Washington, D.C. office. As a primary liaison for the Governor to both the National Governors Association, the Democratic Governors Association, and New York’s Congressional Delegation, Ryan has worked across state and party lines on a wide array of significant policy and political issues, including economic development, internet sales tax and tax reform, education, transportation, agriculture, environmental issues, health care and housing.
As part of the President Obama’s National Network for Manufacturing Innovation initiative, Ryan developed and managed the winning $500 million Department of Defense Bi-Coastal American Institute for Manufacturing Integrated Photonics (AIM Photonics) application advocacy strategy, which brought together multiple governors, Members of Congress, universities and Fortune 500 companies. He has also developed multistate advocacy strategies on a range of key issues, including the Hurricane Sandy supplemental disaster appropriation, the bipartisan U.S. Climate Alliance; multiple Farm Bill reauthorizations, efforts to protect the Affordable Care Act; recognition of the Regional Greenhouse Gas Initiative (RGGI); protection of federal preemption related to online sales tax collection, maintaining municipal bonds tax-exempt status and preserving the state and local tax deduction, among others.
Ryan began his career in Albany as Legislative Secretary to the Governor, working across legal, budget and program staff to implement the Governor’s policy priorities. He is a native of upstate New York and a graduate of Fordham University. Ryan is an active member in the New York State Society and he lives in Washington, D.C. with his wife and son.
